The EU approves the Packaging and Packaging Waste Regulation (PPWR)
In December, the EU approved the Packaging and Packaging Waste Regulation (PPWR). It will take effect once the final legislation is published, which is expected in the second half of January. A shared goal: less waste and better recyclability
The PPWR will bring significant changes for the packaging industry and for society as a whole. Its main aim is to reduce packaging waste in the EU by at least 15% by 2040 compared with 2018. To reach this, the regulation strengthens the focus on recyclability, sets mandatory levels for reusable packaging, and introduces minimum amounts of recycled content in plastic packaging.
The regulation applies to all packaging and packaging waste, regardless of material. From 1 January 2030, all packaging placed on the market must be recyclable. Below is a brief overview of what this means in practice.
Requirements for packaging in re‑use systems
40% of all B2B packaging must be part of a re‑use system (excluding food, pharma and hazardous goods).
100% of B2B packaging used within the same country must be part of a re‑use system.
Requirements for recycled content in plastic packaging
Food and cosmetic packaging made from PE or PP must contain at least 10% post‑consumer recycled plastic.
All other PE and PP packaging must contain at least 35% post‑consumer recycled plastic.
